À la veille d’une première réunion de négociations qui doit se tenir ce vendredi, en région parisienne, les salariés d’Air Liquide ont débrayé ce jeudi, à l’appel d’une intersyndicale CFDT-CGT.




Ce vendredi, une première réunion de négociations sur l’avenir de l’usine Air Liquide de Grande-Synthe doit se tenir au siège du groupe, à Bagneux (Hauts-de-Seine). À la veille de ce rendez-vous, une partie des cinquante salariés du site a symboliquement débrayé, à partir de 4 h du matin.
La direction du groupe français envisagerait d’automatiser le site de Grande-Synthe, qui serait piloté depuis Saint-Priest, dans le Rhône, à partir de 2017. « Ce que nous craignons, résument les salariés d’Air Liquide, ce n’est pas tant que les effectifs passent de 50 à 45 salariés mais de 50 à 20. Durant les négociations qui s’ouvrent demain (vendredi), nous resterons vigilants sur ce point. »
Pour rappel, Air Liquide, qui possède vingt-deux usines en France, en a déjà automatisé dix-neuf et celle de Grande-Synthe fait partie des trois dernières qui le seront dans les deux années à venir. « Le groupe envisagerait même de réduire encore les effectifs dans les sites qui ont déjà été automatisés, assurent les salariés de Grande-Synthe. Cela signifie qu’il faudrait encore améliorer le système actuel d’automatisation. » Coût total de l’investissement pour le groupe au niveau national : 20 millions d’euros, selon l’intersyndicale

The stimulus plan investments

Le plan de relance des INVESTISSEMENTS de 315 milliards d’euros promis par le président de la Commission européenne, Jean-Claude Juncker a obtenu, mardi, un feu vert définitif des ministres des Finances de l’Union. Reste à obtenir le vote du Parlement européen, codécisionnaire pour la création du nouveau Fonds européen pour les investissements stratégiques (FEIS) . Le vice-président de la Commission, Jyrki Katainen, a espéré que le dialogue avec les eurodéputés, qui doivent arrêter leur position le 20 avril, permettra d’aller vite pour conclure cet été. Rien n’est moins sûr, certains partis songeant déjà à prendre en otage ce projet et d’en faire une monnaie d’échange contre d’autres projets de loi.
Dans l’immédiat, les Etats ont entériné la structure de direction du FEIS sans trop de difficulté, à la grande satisfaction de la Commission européenne. C’était l’une de ses obsessions : éviter de politiser le projet, de peur de faire fuir les investisseurs privés. Après quelques hésitations, les ministres des Finances des 28 ont accepté que le choix des projets qui bénéficieront de la garantie du fonds soit entre les mains d’un comité de huit experts, nommés pour leur compétence par la BEI et la Commission. Quant aux orientations stratégiques d’investissements, elles seront fixées par un conseil de direction composé de membres de la BEI et de la Commission.
Flou sur le contenu
Le prix à payer pour cette indépendance est toutefois élevé : aucun Etat membre ne souhaite apporter des capitaux au FEIS, comme espéré lors du lancement du projet. Malgré la promesse de les déduire du calcul des déficits publics. Le FEIS n’aura donc que 21 milliards d’euros, à raison de 5 milliards versés par la BEI et 18 milliards par le budget européen. Jyrki Katainen s’est pourtant réjoui des promesses faites par les Etats de mobiliser leurs banques publiques pour cofinancer des projets nationaux. Mardi, l’Italie a promis 8 milliards d’euros d’aide aux projets italiens qui seraient retenus, par l’intermédiaire de sa banque nationale ad hoc. La France avait aussi annoncé 8 milliards de financements à travers la Caisse des Dépôts et la Banque publique d'investissement (BPI), soit le même montant que l’Allemagne, tandis que l’Espagne a proposé 1,5 milliard. « C’est un bon point de départ, cela va nous aider à atteindre l’effet de levier souhaité pour aller vers les 315 milliards  », a déclaré Jyrki Katainen.
Reste à définir l’essentiel : quels sont les projets « risqués » que va financer le fonds ? De passage à Bruxelles, le président d’Air Liquide, Benoît Potier, président du club des grandes entreprises européennes ERT, a salué un projet qui « va dans la bonne direction », tout en s’inquiétant du flou sur le contenu : « Nous voulons savoir quels projets sont prioritaires ; il faut une stratégie, pas une déclaration de bonnes intentions  ». La liste de 2.000 projets envoyés à l’automne par les Etats à la BEI « est bien la preuve de l’absence de vision stratégique pour le moment », a-t-il ironisé.

28 des 50 salariés du site Air Liquide (spécialiste des gaz industriels), situé à Villeneuve-sur-Yonne, ont cessé le travail jeudi 12 février, entre 11 et 12 heures, dans le cadre d'un débrayage initié par la CFDT, le syndicat majoritaire. Ce mouvement intervient alors que les négociations annuelles obligatoires sur les salaires et l'emploi se sont conclues par un protocole de désaccord : les représentants syndicaux réclament une enveloppe correspondant à 2,3% de la masse salariale, sous la forme d'une revalorisation collective ; la direction en propose 1,2%, sur la base d'un plan de promotion individuel. Cette dernière justifie l'abandon de l'augmentation collective par "le faible niveau de l'inflation".
Les salariés s'inquiètent en outre de "l'absence dans les négociations de propositions sur l'emploi et de mesures sociales". "Cette situation renforce les inquiétudes du personnel sur la pérennité d'un site qui n'a plus connu d'embauches depuis quatre ans et qui a vu filer d'importants investissements vers l'Italie. Et la fermeture, en février, de l'unité neversoise n'a fait que raviver ses craintes ", détaille Alain Marchal, délégué CFDT. Yougourda Laradi, le directeur du site d'exploitation de Villeneuve-sur-Yonne, ne partage pas les craintes des salariés.
